The chemistry of Sewage Treatment?

Im curious to know why sewage treatment facilities don't thoroughly digest sewage with strong oxidizers like Hydrogen Peroxide or Ozone until all of the organic matter has been converted to CO2, nitrates, sulfates, and phosphates. When other organic substances like medicines and medical waste are flushed down the toilet they often p through the treatment process and can pollute groundwater.
