Will someone please rephrase this paragraph for me?

Stalin regime wasn’t a peaceful one. Stalin’s policies were responsible for millions of deaths. Though at the same time, Stalin’s policies did reshape the Soviet Union for the better. His policies did make the Soviet Union a superpower; boosted there economy, and it did help out the USSR, but it also caused millions of deaths because of Stalin’s rules.
