Why do certain people feel justified in playing their radio loud enough for the neighbors to hear?

I'm not talking about apartment dwellers, but suburban neighborhoods which are presumably owned by adults, and yet certain people go out of their way to play their music loud enough for everyone else to hear. All I want to know is why?
