To form a school of fish do they all need to be the exact same species?

I have a 25 gallon aquarium with 2 white skirt tetras. I am getting more fish and would like to form a school of fish. Will my 2 white skirt tetras school with other types of tetra or other small fish? Or do I need to get 4-8 more white skirt tetras?
