Cartoon movies as a child in the 90's?

I remember I had this movie, and I'm pretty sure it was a lot of little clips of other movies all compiled into one, but one of the exerts was about these three little dragons, one blue, one, pink, and one green and they got hypnotized by an evil magician with a pocket watch. Does anyone know what this was?
