How should I start my story? Where? When? How?

I think a good short story should throw the reader right in the deep end and make them figure out what is going on. Because it is a short story there is no time to explain all the details so leaving some part up to the readers imagination would be great. How about starting off with the line. No Parker (Surname) I refuse to cast a spell on the person trying to shut us down, it's just not right cried Carmen.
