Can Iraqis apply for tourist visa to Israel?

This is one big question. Can they really do that? I've heard that they'd be given a special and separate form with a visa on it, INSTEAD of stamping an Israeli visa in their pports - so to avoid any problems they may face when returning to Iraq or entering any countries that have no diplomatic ties with Israel.
